温州房价连跌31个月 松绑限购方案已上报省政府
经济观察报获悉，房价连跌31个月的温州市，正在酝酿一揽子促进当地房地产健康发展措施，其中涉及调整现行限购限贷政策。“两会前后，听说由市住建委牵头，草拟了一个综合方案，目前已经上报浙江省政府。”3月26日，民进中央经济委员会副主任、浙江省民营投资企业联合会会长周德文说。
此前，有关温州将放宽新温州人、外地温商以及购房入籍等政策的信息，已甚嚣尘上，但随后被当地政府官员予以否认。
不久前的全国“两会”上，温州市长陈金彪称，温州的资金有很多都沉淀在房地产上，房价一旦断崖式下跌，抵押物就缩水，银行就会产生坏账，信贷投放无法增加，实体企业就融不到钱。“如果实行差异化调控，资金流转起来，同时有利于整个实体经济资金链和担保链的解套。”
由于房价下跌，在高峰期进入房地产的大量民间资本，已经出现负资产。当地多家房企负责人表示，目前温州楼市购买信心不足。限购等调控措施的调整，已出现时间窗口。
温州市住建委有关人员曾表示，当前温州房地产市场，给完善限购政策，降低购房门槛，促进刚需和改善型购房入市等调整留下空间。
自全国“两会”期间总理对分类调控定下基调，多个限购城市开始蠢蠢欲动。3月中旬，包括长沙在内的多个城市召集开发商调研和座谈，呼吁完善现有调控措施。
国家统计局2月份数据显示，从2013年2月开始，13个月来首次出现新建住宅上涨城市数量低于60个，温州、安庆、牡丹江、济宁等四个城市环比下调。“政府目前的顾虑，一个是温州名气太大，其次是不是调整政策能够真正抑制住房价下跌的势头，也很难说。
